NCHRP Project 20-7
Research for AASHTO Standing Committee on Highways

NCHRP 20-7 is a long-standing research project administered by the Standing Committee on Highways. Projects are selected and funded by a vote of the members of this committee. Many of the projects deal with maintenance issues. Currently active projects are listed followed by those completed within the last 10 years. Use of Warranties in Highway Construction

This study will summarize state practices, conduct a forum, and recommend a strategy for implementing warranties in highway construction. In addition to this study, research in the area of pavement warranties is also being conducted under NCHRP Project 10-68, Guidelines for the Use of Highway Pavement Warranties. The objective of Project 10-68 is to develop guidelines for the project-level application of pavement warranties. Given the similar nature of work, Project 20-07(201) will be incorporated into the initial phase of Project 10-68. It is anticipated that the work associated with Project 20-07(201) will begin in June 2005 and be completed in June 2006. (NCHRP Staff: T. G. Hess)

Synthesis of Vehicle Based Winter Maintenance Technologies

Development of Pavement Preservation Synthesis, Research Plans and Initiatives

This study conducted a national initiative to synthesize existing activities, develop research plans for improved treatments, and identify future research initiatives in the area of pavement preservation. A status report on the project was presented to the AASHTO Highway Subcommittee on Maintenance. A draft final report has been received, reviewed by the panel, and review comments forwarded to the consultant for consideration and preparation of a revised report. Pilot Deployment of an Online Qualified Product List (QPL) Project Management Service Which Integrates with AASHTO Product Evaluation List (APEL)

This study will migrate APEL to a more robust operating system and design and deploy pilot state QPL databases. In a webcast on 6 August, the advisory panel saw a demonstration of the MPEL Website that iEngineering has been developing for Maryland DOT and discussed flow charts for the restructuring of the APEL Website to the larger QPL. Under the guidance of AASHTO staff, work on the APEL was slowed to allow completion of the development of the Maryland Product Evaluation List (MPEL) project. The MPEL project database is being used as a model for the APEL project. It is planned to preview a version of the APEL web site at the AASHTO NTPEP annual meeting in Mystic, CT, on May 8-11, 2005 and to deliver the final product in time for introduction at the HSCOM meeting in August. This study identified practices in environmental stewardship in construction and maintenance. It was administered as NCHRP Project 25-25 Task 4. Innovative Practices in Workforce Development for State Departments of Transportation

State DOTs are facing tremendous challenges in recruiting, retaining and training their workforce. Efforts to develop and share information about innovative state DOT workforce practices will help the states more effectively address workforce issues and contribute to the development and effective management of a knowledgeable, skilled and motivated state DOT workforce. This study identified, researched, analyzed and documented state innovative practices for workforce development. The results have been incorporated in the FHWA workforce development website at www.nhi.fhwa.dot.gov/transworkforce. (NCHRP Staff: C.J. Hedges )

Task 159, FY 2002, "Privatization and Commercial Use of Public Rights-of-Way", (Tom Warne and Associates, LLC). The study reviewed and made recommendations on the issue of privatization and commercial use of transportation-related public rights-of-way. The final report has been submitted to AASHTO. (NCHRP Staff: C.W. Niessner)

Task 158, FY 2002, "Survey of State DOT Practice: Private Outsourcing" (Tom Warne and Associates, Inc.). The study has updated the survey used to produce NCHRP Synthesis 246 and reassessed current trends on the use of private sector capabilities by DOTs. The agency's final report was delivered to the joint AASHTO/ACEC committee. Results of the study were presented at the 2002 AASHTO Annual Meeting. The final report has been published as NCHRP Synthesis 313. (NCHRP Staff: C.F. Jencks)

Task 151, FY 2002, "Transportation Security" (Consultant: Various). This project produced material needed by AASHTO's Security Task Force and state DOTs. Two contractors' reports, prepared for the AASHTO Security Task Force with funding provided through the National Cooperative Highway Research Program, are available on the AASHTO web site at http://security.transportation.org/community/security/guides.html. "A Guide to Highway Vulnerability Assessment for Critical Asset Identification and Protection" was prepared by Science Applications International Corporation, and "A Guide to Updating Highway Emergency Response Plans for Terrorist Incidents" was prepared by Parsons Brinckerhoff--PB Farradyne. Contract staff support to the AASHTO Security Task Force is provided by TransTech Management, Inc. (NCHRP Staff: S.A. Parker)

Task 147, FY 2002, "Update of the Design Guidelines for the Control of Blowing and Drifting Snow" (Dr. Ronald D. Tabler). This study updated the 1994 publication "Design Guidelines for the Control of Blowing and Drifting Snow." This update will provide enhanced information for the design of effective and economical measures for controlling snowdrifts and reducing the concentration of snow in the air. The project required a substantially larger effort than initially anticipated. The project is complete. The final report was prepared on a CD-ROM and will be furnished to SICOP for posting on the SICOP website. (NCHRP Staff: A.N. Hanna)

Task 117, FY 2000, "Benefit/Cost Study of RWIS and Anti-icing Technologies" (S. Edward Boselly, III). The study has provided the operations staff of highway agencies with benefit/cost analyses of applying RWIS/Anti-icing technologies. A final report was received in March 2001. Copies were forwarded to the chair and members of the AASHTO Highway Subcommittee on Maintenance. (NCHRP Staff: A.N. Hanna)

Task 83, FY 1997, "Guide for Snow and Ice Control" (Weather Solutions Group). There is a great disparity in the technology and quality of winter maintenance as it is performed by the different states and municipalities. There is a need to develop a guide manual for snow and ice control that addresses the different aspects of winter maintenance. The objective of this project was to develop a guide for ice and snow control. A draft outline for this guide manual was developed under NCHRP Project 20-7, Task 71, "Winter Maintenance Program," and finalized based on the results of a national workshop held on April 1-2, 1996. The project is complete; a guide manual that addresses issues pertaining to materials, equipment, operations, personnel, administration and management, and related special considerations has been prepared and forwarded to AASHTO headquarters for distribution to the members of the AASHTO Highway Subcommittee on Maintenance. Task 71, FY 1994, "Winter Maintenance Program" (Mr. L. Gary Byrd). The AASHTO Subcommittee on Maintenance (SCOM) identified the development of a winter maintenance program (WMP) as an important task based on the recommendations of an international winter maintenance technology scanning tour. The goals of the proposed WMP are to (1) sustain or improve levels of winter maintenance service with significant benefit/cost improvements, (2) provide an enhanced level of environmental protection, and (3) place technology in service on operational maintenance section within two winter seasons. This project provided the initial steps toward developing a WMP by establishing a broadly based winter maintenance panel and conducting a national workshop on April 1-2, 1996, in Washington, DC. The final report provides a comprehensive outline of the proposed Snow and Ice Control Guide and outlines plans for initiating the proposed Snow and Ice Pooled Fund Cooperative Program. The report has been transmitted to the AASHTO Highway Subcommittee on Maintenance and to the workshop participants. (NCHRP Staff: A.N. Hanna)
