GENERAL DESCRIPTION:
Directs and oversees all activities of the Occupational Safety Division to include compliance with laws and regulations related to workers compensation, liability, hazard communication, torts, and safety. Reports to the Assistant Executive Director for Support Operations. Manages a group of professional and administrative employees. Work requires extensive contact with high-level executives and governmental officials and private entities. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.
MINIMUM REQUIREMENTS
Education and Experience
Bachelor’s degree plus seven (7) years progressively responsible professional experience in one or more functional areas of occupational safety or worker’s compensation. Graduate-level education may be substituted for professional experience on a year per year basis. Must have three (3) years managerial/supervisory experience. (Project leader and/or lead worker experience will substitute for managerial/supervisory experience.) (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

ESSENTIAL DUTIES
Recommends to the Assistant Director, and implements policy and procedures for Department occupational safety activities. Directs and oversees the Department’s Workers’ Compensation Program. Interprets and administers the resolution of property damage and bodily injury claims under the Texas Tort Act. Oversees and directs the planning and implementation of the accident prevention program for occupational safety, management of hazardous materials and industrial hygiene. Oversees, directs and coordinates Department compliance in liability insurance matters. Establishes contractor insurance requirements and advises staff. Oversees, directs and coordinates the technical aspects of the Department’s drug and alcohol testing program. Recommends staffing and funding for departmental occupational safety activities. Oversees and directs risk assessments in areas of responsibility of potential fraud, waste and abuse and in conjunction with the Administration develops and implements policies and procedures to identify, prevent and eliminate fraud, waste and abuse. Reviews proposed legislation and directs the implementation of legislation affecting occupational safety activities. Represents the Department at national, state and local levels concerning occupational safety activities; as required, drives to perform this essential duty. Performs other job-related duties as assigned.
CONDITIONS OF EMPLOYMENT
Driver’s record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.
External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.
Successful completion of a post-offer/pre-employment physical exam at the employer’s expense is required.
