Description:
In the Office of Environmental Services (OES) & under the general direction of the Office Environmental Administrator, acts as Assistant Environmental Administrator over statewide environmental policy, project development, Environmental Site Assessment (ESA) & ODOT Facilities activity. Directly supervises section employees (e.g., provides developmental opportunities, coaches staff to foster development & promote job satisfaction, assigns work, evaluates performance, recommends discipline as necessary, provides feedback when appropriate); assists in administering office operations by assigning duties & responsibilities to Section units & ensuring effective accomplishment of all tasks. Assists the Office Administrator with Section staff interviewing & hiring, holding Section staff meetings & reporting activities & accomplishments to the Administrator by preparing monthly Office Focus Reports using a computer & related software (e.g., Microsoft Word). Coordinates applicable processes & activities with the OES Cultural Resources & Ecological/Permits Sections; assists in developing office budgets, statewide environmental policies & programs; implements environmental policy according to ODOT policies & procedures & local, state & federal laws & regulations (e.g., National Environmental Policy Act (NEPA), Clean Air Act, Resource Conservation & Recovery Act (RCRA), Title VI, Executive Orders, Highway Noise Standards).
Operates state vehicle in order to travel to represent Office Administrator &/or Director at meetings with local, state & federal officials; conducts meetings with other government agencies & private organizations when necessary to implement departmental programs & policies. Coordinates & assigns responsibility of updates for Section manuals & guidelines; assists the Office Administrator in the development & publication of policy guidelines for statewide application. Monitors project reviews by Section staff to ensure appropriate distribution of workload. Acts as Contract Manager & approves correspondence for task orders & personal services agreements; participates in the recommendation of contract consultants. Ensures accurate & timely review of management information systems as they relate to the delivery of the program (e.g., Ellis, Transportation Management system (TMS), Consultant Evaluation System (CES), Microsoft Project) using a computer.
Provides ongoing training for district & local & state government personnel & consultants & conducts quality assurance reviews (QARs) of the district offices & consultants in conjunction with the state & federal review agencies. Reviews, evaluates & approves NEPA environmental documents (e.g. categorical exclusions, environmental assessments, environmental impact statements, Section 4(f) documents, Noise & Air, BUSTR, Hazardous Waste, Planning & geographic information systems (GIS) documents) prepared by outside consulting firms &/or departmental district environmental staff for content & format to ensure compliance with federal & state requirements & agency policy & goals.
Develops environmental research studies to determine impact of proposed transportation projects. Develops strategies to accomplish ODOT’s environmental program objectives; ensures regulatory compliance pertaining to Environmental Site Assessment (ESA) activities & Facility issues (e.g., the Underground Storage Tank Program); develops survey methodology & analysis techniques relative to ODOT’s environmental program. Participates in & processes consultant evaluations using a computer & related software (e.g., Microsoft Word).
Represents ODOT & the Office of Environmental Services in national, regional & state conferences, committees & boards (e.g., discusses environmental transportation issues, delivers speeches & other presentations to federal, state & local public officials, public & private entities). Coordinates meetings with staff, consultants & Federal & State Agencies. Plans & directs meetings for the Office of Environmental Services. Performs other work-related duties as assigned.
